RESOLUTION STEPS:
1. Downloaded .Net Framework 2.0 Service Pack 2, extracted the files into a folder in the desktop using the command line parameter switch -X.
In Command Prompt: NetFx20SP2_x86.exe -X
2. The package asked me where to extract the files. After extracting I went through Add/Remove Programs chose “Click Here for more Support Information” in the next window was an option for Repair. After Windows Installer initiated, it wanted to find a file called Netfx20a_x86.msi. This should be inside the [PATH where you extracted the files]WCUdotNetFrameworkdotNetFX20. After it was done repairing, I installed the updates through Automatic Updates and the result:

RATIONALE:
The Security Update is looking for the temporary MSI package that was previously used to install the .Net Framework Service Pack it is updating. This is usually found inside the Root Drive or C: Drive with a random and long string of Alpha-Numeric characters. However, there are multiple applications that can delete these temporary files or sometimes a User may elect to remove it. Without the MSI package we end up having a Fatal Error in installation or what is usually a Windows Error code of 0×800700643.
